The Judge Donovan Frank Building is home to the Range Treatment Center (RTC), an inpatient program that offers treatment for adults working on recovery from substance abuse disorders (SUD).
Our seasoned and licensed alcohol and drug counselors are on site providing a variety of services, including Rule 25 assessments and group and individual interventions. RTC also has a 24-hour medically monitored, short-term stabilization detoxification program for acutely intoxicated individuals.

History
The Range Treatment Center is named after Judge Donovan Frank, a longtime Range Mental Health Board Member who served as a Sixth District Judge in Virginia and is currently a Federal Judge in St. Paul.
Beginning his legal career as an assistant county attorney in St. Louis County, he was appointed a district court judge in Minnesota’s Sixth Judicial District and was Chief Judge from 1991 to 1996. In 1998, President Bill Clinton nominated Frank to an open seat on the U.S. District Court, on which is currently an active judge.
Judge Frank remains a strong mental health advocate – especially for treatment of chemical dependency.
